<p>Barney Frank is the man behind the two legislation changes regarding the online gambling industry in the US, which due to the UIEGA (Unlawful Internet Gambling Enforcement Act ) is non existent. The first of the legislations is to postpone UIEGA rules that are coming into effect at the end of the year.</p>
<p>But the more fascinating Bill is for the online casinos, the Bill will see that online casinos will be legal to operate and take wagers from people that live in the US. But at the same time the Bill will also be regulating the online gambling companies. In the past Frank has tried to topple the UIEGA Bill but failed, but now he seems to have much more support.</p>

<p>Congressman Barney Frank introduced the bill titled the Internet Gambling Regulation Consumer Protection &amp; Enforcement Act (<a href="http://www.govtrack.us/congress/bill.xpd?bill=h111-2267">HR 2267</a>), early in May. In an interview given earlier this week Frank had confirmed that the bill would pass through the House Financial Services Committee and be before the full House of Representatives this year. Frank had said, *<strong>We’ll get it done.</strong>*</p>
<p>However the economic crisis has scuttled the bill. The legislation required to administer this crisis is naturally being given first priority. So voluminous is this workload that the HR 2267 has been put on hold at least till September. According to the schedule given now the bill will be heard in the House Financial Services Committee in September and would come before the full House of Representatives only in the next session of Congress.</p>

With the legislative doors shut, at least for a while, the online gambling industry’s hopes lie in the legal battles. The first and most important of these is scheduled for July 7 in Philadelphia. Meanwhile Frank’s bill continues to gather support. Alaska Republican Representative Don Young has become the thirty-fifth co-sponsor for the bill.</p>

			<content:encoded><![CDATA[<p>The US Third Circuit Court of Appeals announced today that oral presentations in the case of the iMEGA challenge to the UIGEA will be heard <strong>July 7th</strong> in Philadelphia. The case pits the Interactive Media Entertainment and Gaming Association and its attorneys against lawyers representing the US Department of Justice, who will defend the online gambling ban.</p>
<p>The gaming organization is contending the UIGEA should be voided for vagueness. Since the suit was originally filed, several examples of the problematic nature of the law have developed, including the blocking of state lottery online payments. The DoJ is vigorously fighting the introduction of the new evidence, which would seem severely harmful to it&#8217;s case.</p>
<p>Three judges will hear the suit. Judge Dolores Korman Sloviter, Judge Thomas L. Ambro, and Judge Kent A. Jordan will compose the judiciary panel. Eric Bernstein and former US Deputy Attorney General Stephen Saltzburg represent iMEGA, while the DoJ will send Nicholas J. Bagley and Jacqueline Coleman to represent itself, the Federal Reserve, and the Federal Trade Commission.</p>
<p>*We feel very confident that when the judges take a look at the law, they will see just how defective it is, and they will overturn it,* said iMEGA chairman Joe Brennan, Jr.</p>

<p>Congressional representatives Steve Driehaus (D-Ohio), Jared Polis (D-Colorado), (D-Arizona) and Steve Israel (D-New York) all added their names to the HR 2267 Internet Gambling Regulation, Consumer Protection and Enforcement Act, which would regulate and license non-sports betting online gambling in the United States.</p>
<p>The Bill, which would not only legalize Internet gambling, but also lay the framework for regulation of the industry, has been steadily gaining support over the past few months. The Bill now has thirty-four co-sponsors, with eight being added in the past two weeks.</p>
<p>Frank (D-MA), who is chairman of the House Financial Services Committee, continues to lead the fight against the 2006 Unlawful Internet Gambling Enforcement Act (UIGEA), which effectively banned Online gambling by outlawing the transfer of funds from financial institutions to gambling websites.</p>

			<content:encoded><![CDATA[<p>American casinos are making noises about wanting to expand gambling in cyberspace. <strong>And why not?</strong> The Internet had nurtured a whole generation of new - and anonymous - poker players who wanted to prove their competitive skills at real tables where they could win fame and fortune.</p>
<p>But not everyone is  for Internet gambling legalization. For years, members of the American Gaming Association, which lobbies on a federal level and has closely watched the debate over online gambling, have been split on the question. The association’s two largest members, Harrah’s Entertainment and MGM Mirage, support some form of legalization.</p>
<p>(Harrah’s, the most vocal supporter of Internet gambling in recent months, also stands to benefit the most from legalization).</p>
<p>Harrah’s owns the World Series of Poker, a multiweek tournament in Las Vegas that has morphed into a global tournament franchise not unlike a major sports league. Days before the 40th annual World Series of Poker kicked off in Las Vegas last month, Harrah’s launched a subsidiary in Montreal to capitalize on the spread of Internet gambling.</p>

<p>Harrah’s owns the largest customer list in the casino business, with millions of members.</p>
<p>Through poker, Harrah’s is amassing a global and enviable reach outpacing its peers.</p>
<p>Small casino operators know that Internet gambling has boosted their poker business and could raise needed tax money if regulated. They also realize the challenge of competing with a dominant brand like the <a href="http://www.ixgames.com/world_series_of_poker/">World Series of Poker</a>.</p>

			<content:encoded><![CDATA[<p>One of the most unique position battles to watch when fall camp begins is the quarterback derby at Clemson. Last year the Tigers were a preseason Top 10 team with national title aspirations, but inconsistent quarterback play from Cullen Harper and Willy Korn was a big factor in Clemson finishing 7-6 and costing coach Tommy Bowden his job.</p>
<p>This year the Tigers are a pretty sizable long shot at 40/1 on Bodog to win the national championship, and that&#8217;s probably in part to the team not knowing who will be under center in 2009. Harper graduated, but Korn, a former top-rated recruit, is back. The sophomore will battle redshirt freshman Kyle Parker and true freshman Tajh Boyd for the starting job.</p>
<p>The problem is that all three guys have some blemishes to go with obvious potential. Korn has the benefit of seeing the field in place of a struggling Harper at times in 2008, going 26 of 38 for 216 yards with a TD and an interception. However, he has been a bit injury prone and is coming off December major shoulder surgery that has forced him to rework his throwing motion. Parker has a bigger arm than Korn and looked better in the spring game but is a baseball star who readily admits he couldn&#8217;t do all the offseason football work he would have liked because he didn&#8217;t have time with his baseball obligations. Boyd, meanwhile, is just six months off ACL reconstruction surgery, which usually takes 8-12 months to fully heal. He is ahead of schedule but probably will redshirt.</p>
<p>Coach Dabo Swinney says the open competition will continue right into camp and that he may have to play a couple of guys early in the season before naming a full-time starter. Certainly you can see why all three feel a big sense of urgency to get the job this season being as they all have at least three years of eligibility left.</p>

<p>The Tigers have some very nice talent returning and could contend in the ACC and nationally if a quarterback breaks out. All five starters on the offensive line return, as does potential All-American tailback C.J. Spiller, who no doubt will carry a massive load this year. If the Tigers can find the right QB, they can do some major damage. But if the young QBs show their inexperience right away, this team could start 1-4 (early games at Georgia Tech, vs. Boston College, vs. TCU and at Maryland) and face a long year.</p>

Either way, thanks to the newly-announced Bodog Mini Poker Series, online poker players won&#8217;t need to worry about Vegas when it comes to getting their poker tournament fix this Summer. This 13-event online poker tournament series takes place from July 3 - July 15, during the 2009 WSOP Main Event, and will be one of the first events to award a seat to the 2010 WSOP Main Event.</p>
<p>Each event in the Bodog Poker Mini Series has a $10 + $1 buy-in, and the top 30% of finishers in each tournament will earn points based on their finish. These points will then be used to rank players, with the players who finish in the top 10 on this TLB receiving automatic entry into the Final Tournament on Thursday, July 23rd, 2009, while finishers 11 - 50 on the TLB will play in the Semifinal on Tuesday, July 21st, 2009, for a spot in the Final.</p>

			<content:encoded><![CDATA[<p>New Zealanders are gambling about $40 million a week on overseas websites - about 2 times what they spend on Lotto. A Racing Board survey has found that 5.7 per cent of New Zealanders, or 177,000 people, are gambling on websites, overseas lotteries and <a href="http://www.ixgames.com/sports_betting/">sports betting</a>.</p>
<p>They are spending $2.1 billion a year, or just under $40 million a week. That is an average of $223 a week each, although much of that is reinvested winnings. Only $5.5 million a week is being spent on overseas racing and sports betting, with the rest on other forms of gambling.</p>
<p>Problem Gambling Foundation spokesman David Coom said the survey confirmed that overseas online gambling was &#8216;a really fast-growing problem&#8217;.</p>
<p>&#8220;It&#8217;s basically totally unregulated and there&#8217;s no ability to do any host responsibility around it,&#8221; he said. One of the big issues with problem gambling is that it flourishes and thrives in secrecy, and of course online you can just sit at home and access it all you like. We are starting to see cases come through where parents are bringing in their teenagers who are spending up to 60 hours a week online. We are just about to embark on some research with youth to see what actually is going on.</p>
<p>If the survey is correct, it means that about a sixth of New Zealand&#8217;s total gambling spending is going overseas, paying no New Zealand taxes and returning nothing to the community.</p>

<p>Official figures show that New Zealanders gambled $12.9 billion within the country in the year to last June - just over $10 billion on poker machines in pubs and clubs, $1.5 billion on racing, $778 million on Lotto and $477 million in casinos.</p>
<p>Lotteries Commission spokeswoman Karen Jones said only 2.5 to 3 per cent of lotto sales were online. The Racing Board&#8217;s Bill Colgan said that if the money being gambled overseas was bet on local races instead it would create the equivalent of 3600 extra fulltime jobs in the racing industry.</p>
<p>&#8220;Many of these offshore operators are not required and do not have in place any proactive measures to minimise the harm from problem gambling,&#8221; he said. &#8220;They can and do accept credit betting and sometimes have no maximum bet limit.&#8221;</p>

			<content:encoded><![CDATA[<p>After he won WSOP bracelet number six, it was reported that poker pro Phil Ivey raked in approximately $12 million in side bets to go along with the paltry $96,367 he received for first place. After buy-outs and negotiations, his take was probably more in the neighborhood of $6 million. However, a lot of those negotiations were rumored to revolve around action on him winning a second bracelet, something that usually happens to just one player every series.</p>

<p>So, when Ivey won his second bracelet in the $2,500 Omaha/Seven Card Stud Hi/Lo 8-or-better event over the weekend (for another measly sum of $220,538), the sighs and groans coming from the wallets and bank accounts of those who had taken the action on the second bracelet feat were audible. There are not many rumors floating around as to how much he took down in side bets this time, but it has to be pretty impressive. Somebody call all the Vegas sportsbooks and tell them to expect a visitor.</p>

<p>Anyway, another impressive accomplishment was made over the weekend when UK poker pro Roland de Wolfe won the $5,000 Pot Limit Omaha Hi/Lo 8-or-better event, thereby completing the mythical and much-storied Triple Crown (winning a WPT, EPT and WSOP title). This feat has only been accomplished by one other person, Gavin Smith, or he-of-the-pink-hair.</p>
<p>De Wolfe took on one of the tougher final tables seen at the WSOP this year and walked away with the $246,616 first-place prize. Also at his table were Brett Richey, Scott Clements, Alex Kravchenko, Andy Black and John Racener.</p>

			<content:encoded><![CDATA[<p>The twenty five year old, - Mr. Tzvetkoff - created an online billing, payment and fraud-detection system which helped him and partner Sam Sciacca, who is 38, build a business empire worth an estimated $120 million. The resulting fallout from deals gone bad recently has resulted in a $52 million legal action by online gambling company Kolyma Corporation AVV. Kolyma Corporation claims are for funds received by Tzvetkoff&#8217;s firm, Intabill Inc. that were not transferred to Kolyma.</p>
<p>(Kolyma Corporation which is based in Aruba in the Caribbean, operates Full Tilt Poker, one of the largest and most frequented online gambling sites. Kolyma was one of Intabill&#8217;s, largest clients).</p>
<p>Intabill had more than 5000 customers in 70 countries. About half its revenue came from business linked to online gambling operations, with fees from just one operator topping more than $150,000 per day.</p>
<p>In April this year, Intabill laid off 96 employees - keeping about 20. Tzvetkoff blamed market conditions and increased loan funding costs at the time.</p>
<p>A year ago, Tzvetkoff emerged as the mystery buyer of the $27 million half-built mansion on *millionaire&#8217;s row* at Mermaid Beach, which was formerly owned by tourism tycoon Tony Smith.</p>
<p>The property, spread over four waterfront lots, was to be a family home for Tzvetkoff, his fiancee Nicole Crisp and their son Hugo, now aged two, however the property is still unfinished and they have not moved in yet.</p>

<p>Tzvetkoff&#8217;s partner Salvatore  Sciacca is a lawyer with a background in commercial and corporate work, including e-commerce. He is a cousin of former federal minister for veterans&#8217; affairs Con Sciacca, and has kept a much lower profile than Mr Tzvetkoff.</p>

<p>News of this move comes only weeks after Massachusetts Congressman, Barney Frank, made headlines when he reintroduced legislation that would reverse a law passed in 2006 called the Unlawful Internet Gambling Enforcement Act. Frank claims that the federal government can collect increased tax revenues through the regulation of Internet gambling. He has also stated that since online gambling is a matter of personal liberty, the government should not encourage or prohibit it.</p>

The country has instructed manufacturers doing business in the country of the rule, but has not yet informed the public.</p>
<p>The *Green Dam Youth Escort* software must be preinstalled in both imported PCs and those made in China, according to a Ministry of Industry and Information Technology statement posted on its website today. China’s government will pay for PC owners to use the program for free for one year, it said.</p>
<p>Installation of the software in PC&#8217;s is part of an effort to *strengthen    earlier achievements in cracking down on vulgar Internet content,* the  ministry said in the statement.</p>

			<content:encoded><![CDATA[<p>The European Union urged the United States on Wednesday to open talks on scrapping a ban on foreign online gambling companies, saying it breaks global trade rules. The EU says it could seek compensation from the World Trade Organization because the 2006 ban unfairly prevents foreign Internet gambling sites from operating in the United States.</p>
<p>But it said it would hold off launching legal action until it had the chance to negotiate a solution with President Barack Obama&#8217;s administration - another sign of a thaw in EU-U.S. relations since President George W. Bush left office. The European Commission said the U.S. ban shut out gambling sites such as Britain&#8217;s PartyGaming PLC and Sportingbet PLC from the lucrative $4 billion U.S. market, causing companies to lose revenue and stock market value.</p>
<p><strong>About half the world&#8217;s online gamblers are based in the U.S.</strong></p>
<p>Gambling companies claim the ban lost them up to $100 billion and have urged the EU to seek that amount of compensation in trade concessions under WTO rules. They say it was unfair that European companies could not operate in the United States while U.S. companies like Las Vegas Sands Corp. were free to offer Internet games to Europeans. Sands spokesman Ron Reese said Wednesday, however, that the casino company doesn&#8217;t offer any Internet gambling at all, and doing so would violate U.S. law.</p>
<p>The EU said it could still sue the U.S. for breaking WTO rules, even though Washington wants to pull out of international commitments to open up its gambling and betting market. But EU officials want to avoid provoking the U.S. because they are hopeful that Obama will join a renewed push to strike a new WTO deal that would open up world trade, currently in free fall as recession in rich nations slashes demand for imported goods.</p>

<p>The EU and U.S. recently agreed to end a long-running row on hormone treated beef that was aggravated by a U.S. move to add trade charges to a long list of European products - from French Roquefort cheese to chewing gum - days before Bush left office.</p>
<p>Obama also has sought to assure the EU and Canada that &#8220;Buy America&#8221; provisions in the U.S. economic stimulus package would not spark a trade war by favoring U.S. steel, iron and manufactured goods for government projects over foreign suppliers.</p>
