			<content:encoded><![CDATA[<p>When University of Western Ontario marketing professor June Cotte started researching online gambling, she never expected to recommend its legalization. &#8220;If you told me I was going to come to that conclusion at the start of research I would have laughed,&#8221; said Cotte.</p>
<p>But when the Richard Ivey School of Business associate professor dug into the subject she was shocked to find an industry that was already bringing in $12 billion to $15 billion a year. &#8221;The horse is out of the barn. There is a huge amount of people who are already doing this,&#8221; said Cotte.</p>
<p>Cotte researched online gambling with colleague Kathryn Latour of the University of Nevada, interviewing 20 regular casino gamblers and 10 regular online gamblers. They found online gamblers gambled more frequently and aggressively.</p>
<p>They also found a number of troubling features of the illegal online operations that are run offshore. For one, people who gambled online weren&#8217;t as aware of their losses as they would be in a casino.</p>
<p>&#8220;They don&#8217;t have chips dwindling in front of them, they don&#8217;t have, in the case of slot machines, a can of coins that goes away,&#8221; said Cotte. Online gamblers also tended to gamble longer, itegrating the gambling into their day-to-day routine.</p>

<p>&#8220;Some of the people who gamble, gamble with their kids so their kids are helping them push the buttons, learning the games,&#8221; she said. Cotte said if online gambling was legalized like casinos in North America, it could be regulated to possibly reduce harmful effects.</p>
<p>&#8220;You could require the North <a href="http://www.ixgames.com/us_players/">American online casinos</a> to have things like cooling-off periods, where if you run out of money you don&#8217;t instantaneously hit a button and upload some more. In a casino, if you run out of cash, you at least have to walk to an ATM,&#8221; she said.</p>
<p>There could also be requirements for popup notices to online gamblers, warning them they are crossing a threshold, such a $1,000 in losses, or that they are entering hour three of gambling. &#8220;For some people it could just give them time to reflect that maybe they can&#8217;t put another $500,&#8221; Cotte said.</p>
<p>&#8220;You could also have online counseling,&#8221; she said.</p>

<p>The countries have been at odds since the World Trade Organization last year ruled the island could impose retaliatory sanctions for a U.S. ban on <a href="http://www.ixgames.com/sport_book_guide/">online betting</a>. The World Trade Organization says the island can impose <strong>US$21</strong> million in sanctions against the U.S.</p>

			<content:encoded><![CDATA[<p>Congressman Jim McDermott (D-WA) had introduced legislation that would allocate up to <strong>$40 billion</strong> over the next decade to provide educational and job training assistance to current and former foster care participants as well as people in declining job sectors. How does this affect online poker, you ask? Great question! The $40 billion in revenue won’t come from existing taxes or even increasing the federal deficit. Instead, the new relief will come from federal taxation of <a href="http://www.ixgames.com/">internet gambling</a>, if and when the industry is allowed back into the United States.</p>

<p>The bill, <a href="http://www.govtrack.us/congress/bill.xpd?bill=h110-6501">HR 6501</a>, known as the Investing in our Human Resources Act of 2008, was formally introduced by Congressman McDermott on Wednesday. It gives new and important opportunities to two critically underserved populations – those in foster care and those in what a letter from McDermott describes as “old-economy jobs.” Up to $40 billion will be allocated for these groups from internet gambling. The letter continues: “Revenues generated by internet wagers that are legal and regulated would be deposited into a newly-created Transitional Assistance Trust Fund. Money from this trust fund would be made available to states and territories based on population.”</p>
<p>McDermott disseminated a letter to his colleagues this week encouraging them to become co-sponsors of his legislation. He’s already received two takers: George Miller (D-CA) and John B. Larson (D-CT). Poker Players Alliance Executive Director John Pappas talks about the organization’s stance on the new legislation, which is now in its nascent state: “McDermott is on the tax writing committee in the U.S. House of Representatives and he’s been an advocate for extracting revenue from internet gambling. The PPA hasn’t had an opportunity to review his proposal thoroughly, but we like the out-of-the-box thinking to be able to connect the benefits of legislation to a worthy cause. This is all stipulated on the idea that a Barney Frank-style bill would be passed.”</p>
<p>The latter part of Pappas’ quote is critically important. HR 6501 doesn’t call for any framework to legalize and regulate internet gambling. Instead, it offers up tax revenue from the internet gambling industry whenever Congress chooses to legalize it. Congressman Barney Frank’s (D-MA) HR 2046, the Internet Gambling Regulation and Enforcement Act, was introduced on April 26, 2007 and currently has 48 co-sponsors from around the country. It establishes a framework for licensed and regulated internet gambling in the United States and is the basic bill that would have to be passed in order for McDermott’s new legislation to come to fruition.</p>
<p>The two original co-sponsors of HR 6501, Miller and Larson, are big guns in Washington. According to a press release distributed by the Safe and Secure Internet Gambling Initiative, “Rep. Miller is a member of the Democratic Leadership and chairman of the House Democratic Policy Committee. Rep. Larson serves as vice chair of the Democratic Caucus and assists in organizing and running the Democratic Caucus.” Initiative spokesperson Michael Waxman commented to PocketFives.com, “What we have here is a clear statement that a move to regulate internet gambling will not be stopped despite what many people have perceived as a setback in the latest House Financial Services Committee vote.”</p>
<p>Last month, <a href="http://www.govtrack.us/congress/bill.xpd?bill=h110-5767">HR 5767</a>, the Payments System Protection Act, was struck down in the House Financial Services Committee. It would have suspended the enforcement of the Unlawful Internet Gambling Enforcement Act (which was enacted into law in 2006) until clear definitions that spelled out what was illegal and what was legal under the UIGEA could be determined. An amendment by Congressman Peter King (R-NY) that would have called for the United States Treasury and Federal Reserve to work together to determine what the UIGEA meant was defeated by virtue of a 32-32 tie vote. HR 5767 was then promptly defeated after a verbal vote. It marked a disappointing end to a promising piece of bi-partisan legislation.</p>
<p>Pappas explains the importance of internet gambling providing a brand new source of revenue for the United States: “In an era where Congress is seeking revenue to pay for other priorities, such as job training, this is a welcome bill. We hope that Congress has the courage to act this year to do something. However, we think that we’re in a great position in 2009.”</p>
<p>The end of the 2008 Congressional session is swiftly approaching. Any legislation currently not acted upon has to be re-introduced in 2009, when the new Congress will take over following the November general elections in the United States. The entire House of Representatives (including Frank and McDermott) are up for re-election, as is one-third of the Senate.</p>

			<content:encoded><![CDATA[<p><strong>Canada and the United States should legalize and regulate online gambling</strong> to contain its potentially harmful effects because players tend to bet more frequently and aggressively than they do in casinos, a study released on Tuesday says. The study - conducted jointly by academics of the University of Western Ontario in Canada and the University of Nevada at Las Vegas - found that online gambling is readily accessible via the Internet even though it is outlawed or in a *legal grey area* in United States and Canada.</p>

<p><strong>Online gambling is big business, the study said, estimating worldwide spending at more than C$10 billion (5 billion pounds) a year.</strong></p>
<p>Betting online is a problem - the study says, because it has the potential to be more addictive than casino gambling. Online gamblers can hide their activity more easily than casino gamblers, and betting can quickly become a routine part of their daily lives.</p>
<p>&#8220;It brings out the gamblers&#8217; more competitive side,&#8221; <strong>said June Cotte -</strong> associate professor of marketing at the <a href="http://en.wikipedia.org/wiki/University_of_Western_Ontario">University of Western Ontario</a> and one of the study&#8217;s authors.</p>
<p>&#8220;When not seen as reserved solely as behaviour for an outing or a special occasion, gambling is more likely to become a pernicious, insidiously integrated component of a consumer&#8217;s life.&#8221;</p>
<p>As part of the study, 20 regular casino gamblers and 10 regular online gamblers were interviewed. Pictures were used as stimuli to find out what gambling feels like and how it is perceived by the participants. Results show online gamblers bet more frequently and aggressively, the study found.</p>
<p>As one potential solution, the study&#8217;s authors suggested that governments encourage large corporations like those that run the major Las Vegas casinos to enter a new, <strong>regulated online gambling market</strong>. The major Vegas operators include MGM Mirage and Harrah&#8217;s Entertainment Inc. Gary Thompson - a spokesman for Harrah&#8217;s, said the company has already supported a study looking at the pros and cons of <strong>legalizing and regulating <a href="http://www.ixgames.com/">online gambling</a>.</strong></p>
<p>Depending on how the government would structure its approach, he said Harrah&#8217;s would be interested in exploring the market opportunity. The study also suggested government sponsors in Canada might enter the market and regulate it with measures like more effective age checks when signing up, setting limits on bets and implementing mandatory &#8220;cooling-off&#8221; periods that force gamblers to stop betting for a set amount of time.</p>

			<content:encoded><![CDATA[<p>When trade emissaries from the European Union arrive in Washington later this month to talk to officials in Congress, the Justice Department, and other executive branch agencies, they&#8217;ll have some difficult questions to ask. In particular, they&#8217;ll ask about some gambling laws that rank among some the worst written sections of the United States Code. If things go poorly a trade conflict with vast implications for the United States banking sector could ensue.</p>
<p>Some background first: three federal laws - only one of them particularly clear - govern Internet gambling in the United States. One, the 1961 Wire Act, limits nearly all gambling by telephone and telegraph but, for obvious reasons, says nothing about the Internet. Another, the 1992 Professional and Amateur Sports Protection Act (the only clear law), essentially bans all non-Nevada betting on sports other than animal racing and jai alai. Finally, the 2006 Unlawful Internet Gaming Enforcement Act (UIGEA) deputizes banks, credit card companies, and credit unions to enforce all state laws - including many that date to the 19th century - that might bar transactions relating to Internet gambling.</p>

<p>The EU is interested in the laws and their application because some European and Caribbean Internet gaming operators have already faced Wire Act prosecution for engaging in Internet gambling transactions before <a href="http://en.wikipedia.org/wiki/SAFE_Port_Act">UIGEA</a> went into effect in 2006. On the other hand, U.S.-based horse betting websites operate freely. In other words, the Department of Justice appears to have selectively prosecuted non-U.S. operators in violation of World Trade Organization rules that bar discriminatory treatment. Even more interestingly, several of the Internet gaming operators under investigation - 888.com and partygaming.com - actually pulled out of the U.S. market as soon as UIGEA went into force. Already, the EU has begun the process of creating a formal Trade Barriers Regulation complaint against the U.S. government. (U.S. Trade Representative Susan Schwab has, so far, brushed off the investigation.)</p>
<p>A series of *interrogatories* - formal questions directed at American officials - appears to show what will come. The questions cover topics ranging from the way the United States has enforced laws to the size of the U.S. gambling industry. Running almost 5,000 words, the list of questions reads more like the outline of a legal brief rather than a simple set of inquiries. It asks for every detail of the operations of the U.S. gaming industry and asks U.S. regulators to justify nearly every action they&#8217;ve taken with regard to Internet gambling.</p>
<p>No certainty exists that the EU will ever decide to turn the dispute into a formal case before the WTO. That said, even the possibility has serious consequences: Since enforcement of the gambling laws falls almost entirely on the banking sector, it appears likely that the EU could well respond with banking sanctions directed at getting the U.S. to change its behavior. (Other than the horseracing sites - which serve an almost exclusively American clientele - there are no American gambling sites to sanction.) Given the enormous volume of trade between the U.S. and Europe, almost $700 billion in 2007, even a tiny series of retaliatory measures would have severe implications for the U.S. economy.</p>
<p>Even if the EU decides to stay quiet and never complains about UIGEA, it&#8217;s pretty obvious that America&#8217;s effort to regulate gambling at the federal level needs to end. Thirty years ago, when casinos existed in only one state, federal laws cracking down on gambling represented the public will. Today, with gambling legal in 48 states, America&#8217;s debate over gambling has ended with the side that favors legalization as the clear winner. The positive and negative consequences of widespread legal gambling have already touched every corner of American society. The risk of a serious trade dispute offers a new reason why the U.S. should do away with its federal gambling laws and let state legislatures and consumer preferences decide where - and if - <a href="http://www.ixgames.com/">Internet gambling</a> needs government regulation.</p>

<p>If you think it should be easier for a computer to win at <a href="http://www.ixgames.com/poker/">poker</a> than at the highly intellectual game of chess, think again. The human element makes poker a much more complex challenge. So far - the system plays a relatively simple game of two-person Texas Hold &#8216;em. The next goal is to take on games of three or more players.</p>
<p>Unlike Big Blue&#8217;s IBM supercomputer, the Canadian team used a cluster of five small, off-the-shelf computers linked in a network to prepare its strategy before the game. The system repeatedly played 8 billion games against itself to devise multiple strategies, each slightly different. Some strategies were more aggressive, others more passive.</p>

<p>When it came time for the match, a laptop was sufficient to manage the system. The laptop, of course, showed the perfect poker face. During the game, Polaris analyzed its human opponent&#8217;s style of play and adjusted its strategy to meet it. For example, the system plays more aggressively to get the human to give up and fold his cards. (The computer pushes humans to make more decisions. More decisions mean more mistakes. Aggression raises errors).</p>

<p>Mike Warner stocked a new supply of pull tabs in his Beech Grove bar Monday morning. They sell for a dollar or less and carry prizes as big as $255. *Warner thinks pull tabs will help create a positive atmosphere for his customers.*</p>
<p>*As long as they can have a little fun and, hopefully, not get carried away&#8230;That&#8217;s cool with us. We want &#8216;em to have fun,* said Warner. The Hoosier Lottery already sells pull tabs but taverns lobbied state lawmakers for the right to sell them too, after a crackdown on illegal video poker machines.</p>
<p>Over <strong>7,000 bars</strong> and restaurants are eligible to sell pull tabs statewide. So far only <strong>500</strong> plan to do so. With casinos and horse tracks already in existence, the gambling in bars may seem minor to some. But that&#8217;s not the case with the Indiana Coalition Against Legalized <a href="http://www.ixgames.com/">Gambling</a>.</p>
<p>*It&#8217;s simply another expansion where they get gambling closer and closer to every community,* said gambling opponent Lorin Clemenz. (Some of the proceeds will go to state government but bar owners also get a share).</p>
<p>*By the time you take out expenses, the bar&#8217;s gonna make 15-20 percent of whatever they bring in. So it&#8217;s not nearly as much as they&#8217;re gonna make on food or beverage,* said Brad Klopfenstein of the Indiana License Beverage Association. That means that for bar owners such as Mike Warner it&#8217;s a gamble too.</p>

As a result - newspapers should run betting coverage in separate supplements rather than include it as part of their sports sections to reduce youngsters exposure to gambling, the South China Morning Post said, quoting a survey.</p>
<p>The poll - by the pro-Beijing Democratic Alliance for the Betterment and Progress of Hong Kong, found that 25 per cent of respondents said they had placed bets on the Euro 2008 soccer matches. Of these 20 per cent were <strong>first time gamblers</strong> and 6 per cent admitted they had borrowed money to bet. Of those who had placed bets, 96 per cent said they had wagered less than 500 Hong Kong dollars (64 dollars) on each match.</p>
<p>Benny Yeung - a district councilor for the party who carried out the poll of about 1,000 people said: *The figures sound small. But it is an alarming signal that more of our young people are gambling on football.*</p>
<p><strong>He added:</strong> *Nowadays, sports pages are more often occupied by football <a href="http://www.ixgames.com/sport_betting/">betting information</a>, odds and dividends, than stories about matches. It would be better if the newspapers ran the betting information in a separate supplement on football gambling, like that on horse-racing.*</p>
